The Texas Water Development Board (TWDB) is the state's primary water planning and financing agency whose main responsibilities are threefold:
Regulates groundwater in Montgomery County, primarily by allowing users to pump as much as they want. (Map is of groundwater wells in our area with The Woodlands outlined in red).
Manages use of groundwater in their geographic area to control subsidence through a regulatory plan that requires groundwater be no more than 20% of total demand by 2035.
HGSD also manages and publishes subsidence monitoring data in our region.
Private company with 900 acres of undeveloped land in the Woodlands, appoints Metro MUD board and directly and indirectly controls development and re-development in the Woodlands.
Prepares 5-year groundwater management plans for the shared aquifers that lie beneath this 11-county area. Montgomery County's LSGCD is in GMA 14
Implements long term, regional projects related to water supply and wastewater treatment. SJRA also sells groundwater and manages wastewater for Woodlands Water.
The Groundwater Reduction Plan Operates the surface water treatment facilities and delivery system.
The Woodlands Water Agency is the central management agency for the ten Municipal Utility Districts (MUDs) that currently serve The Woodlands in Montgomery County.
Elected special district boards with 5 members. The Woodlands is divided into 11 MUDs; the Harris County MUD 386 manages Creekside Park.
Each MUD on the Montgomery County side of Spring Creek in The Woodlands appoints one director to represent them at the Trustee Board meetings.
Responsible for drainage standards through their engineering department. Benefits from higher tax revenue as property is developed. Trees don't pay taxes. The Woodlands is divided into 4 county commissioners. Riley, Ramsey Metts and Noack.
Special purpose district with 7 elected volunteer board members responsible for fire department, parks, recreation, trash and recycling.
No water related responsibilities though their high visibility (via recorded and easily accessible meetings) often injects this board in debates when they have no authority over issues.

Region H Water Planning Board is an arm of the TWDB. There are sixteen water planning boards named after letters of the alphabet. Our Region H meetings are held in the SJRA offices at the dam site. Their objective is to plan for our future water supplies - we're talking 50 to 100 years out.
