Seven of The Woodlands 8 villages are in Montgomery County. Montgomery County has the most lax drainage standards in the San Jacinto watershed and those standards are notably not well enforced. In this public hearing (Item 21, starting at minute marker 9:12 the head of the engineering department speaks), the Commissioners Court board failed to close the beat the peak loophole even though residents spoke in public open comment to plea for better standards. The engineering department recommended the change, and an engineering firm came to speak about the benefits of updating standards given the improved science we have. The board didn't defer, they simply shot it down; it was never considered again.
As an unincorporated special district the county's standards reign.
New development within The Woodlands, RE-development within The Woodlands, and development just outside our borders will effect us. And they're managed by the county. The most recent development was approved by MUD 47. In that December 2021 vote, that MUD approved a 4.3 million dollar expenditure to facilitate the construction of a 1488 strip mall without demanding better drainage standards or exercising any influence over the development. Tell your MUD directors you expect something in return when your tax dollars are expended to pay for a private company's development in your hometown.
